Get people saying this a lot. NOTE: Not JUST YOUR FAVOURITE, but who you think was the most suitable pacing-wise, had the most relationships with characters or just is the more relevant threat.

(Also feel free to move certain plot elements around if it helps, tell us about your ideal FV scenario. Oro and Sasuke don't count.)

Take your pick, I personally go with Obito. Personal connections with all the main cast and caused the history of the recent NV from the 16 year duration the series went on for from killing Naruto's parents to assisting the Uchiha genocide to converting Sasuke.

Danzo.

- hidden connections w/ orochi
-connections with hiruzen and the massacre
- direct influences with sasuke, itachi, hiruzen, nagato, konan, tsunade, shisui, sai, kabuto
- had shisui's eye (could've manipulated countless events)
- Raikage believes danzo had some involvement with sand's invasion. i.e hiruzen's death.
- manipulated the gokage summit with koto and he would've gotten away with if it had not meddling byakugan user noticed
- prepared to imprison naruto and use him as his pet after the summit had no sasuke led to his death. etc

Totally forgot him, he also had a hand in Yahiko's death and Nagato becoming pein.

No he can't stack up against the later series hero, but he would be the kind of FV that equals them in power by manipulating, kidnapping, threatening, and blackmailing.

See as much as I love the more mature political workings from a manga like Naruto...I think he fits being a sub-plot villain, the Uchiha history of Konoha leaves him as a Uchiha villain than a series villain or a Naruto villain. Should he have had a whole arc as villain, barricading the Leaf & desperately seizing control as Hokage using Root? Definitely. Is he relevant to the series' larger scale themes? ...Unsure.
