Actually, he is still a chuunin. He was assigned as a proctor for the Chuunin Exams in the beginning of Shippuden, though.

The only Jonin from the K11 is Neji.

Hmm, true, but he was offered to be it I think? And Temari said something like, if you weren't so lazy etc. And Shikamaru is technically above anyone in Konoha in ranks except kakashi and tsunade, I mean he is sort of the 2. commander of Gaaras squad, and now he is the commander for a while.
