Shisui. I guess everyone who obtains the EMS can awake the perfect Susanoo. Shisui however is the only one who has awakened Kotoamatsukami. Fighting a MS user is hard enough and if he has two Kotoamatsukami as his trump card, as good as no one could beat him.
