Simple manga facts and whether matchups are bad or not. For example:

» Naruto beat Neji
» Doubtful that Naruto can beat Kidomaru since you need gentle fist to effectively counter his webs and Naruto got subdued pretty easily before Neji had to save him
» Neji beat Kidomaru

Lee never fought Neji with EIG (3rd-5th gate at least). Even Gai said Lee would wreck Neji if he fought him with it active. 3t Kakashi, who was more skilled with the Sharingan than Sasuke, couldn't keep up with Lee's speed and Sasuke was able to keep up with Kyuubi Naruto. If Lee was allowed to enter EIG at the start, Naruto would get blitzed before he could do anything.
