Um I don't think KCM Naruto is slower than Sasuke but Sasuke can track it's speed obviously but that doesn't mean his body will react to it. Sasuke's fast but I don't think an EMS sasuke is as fast as TOP SPEED KCM, but then again blind madara blitz'd a BM Naruto....hmm, kishimoto has inconsistencies with speed.
