From my view ,i will say naruto because
Minato give naruto the ninetail
Jiraya teach naruto Sage mode and also resengan
Jiraya also told naruto that he can make variation of that skill
Killerbee teach naruto KM or how to control his tail beast
He beat kakuzu ,muuadmit)
He beat pein with information from the intels ( tsunade snail) and his toads summon.He beat nagato because he use talk no jutsu and convince him to stop the destruction.Nagato have enough chakra left to kill naruto but he use it to revive the people he kill in konoha
He beat the 3rd raikage by help killerbee tail beast or the intel and also gotten help from bakugan guy( he sue the rub)

On the other hand ,the reason why sasuke is not that much useless
1 sharigan is in his bloodline
2 Itachi did not give him the ms skill (100 %) he make him activate it but also implanted amatersu in him to kill madara inorder to protect his secret.Itachi and sasuke are the same blood.I am sure sasuke will learn those ms skill unless in addition to itachi ms skill given to him sasuke should have his own unique Ms skill (which we did not seen so far)
3 I think sasuke will also get ms without itachi help because how itachi and kakashi get their own ms skill?
4 Sasuke vs dediara : Dediara could not beat sasuke and this make him go to his limit of killing himself
5 Sasuke vs orichimaru :eventhough orichimaru was ill ,we can see that orichimaru weakness was genjutsu ( whether healthy or not ) because itachi did the same to him and he couldnot counter it
6 Sasuke vs killerbee:From my view sasuke did not go intention to kill killerbee.Madara told him to capture him.Sasuke held back alot and realise later down that the only way to beat killerbee or capture him was to use his ms skill amatersu because he was difficult to capture using gensjutsu and other methods with out killing him.Jugo could have gone full killer mode but he did not,he fight killer bee normal.
7 Sasuke vs raikage : i will admit raikage was difficult to kill but sasuke would have won the battle because sasuke had spike amatersu and his ribcage susano (which was not fully develop ribcage).The spike amatersu would have pierce the raikage causing damage and he will get burn internally and also damage before he could ever reach sasuke defense.Also sasuke will go to the other susano ribage lvl ( head and hands) and counter raikage attack like he did again Gaara team and darui best attacks against him.
This is all i can say because my hand tired but naruto show some smart in the battle .
