for this purpose am going to say that shinobi are no longer considered children after they become genin,or basically after they start going to missions.with that stipulation,haku had a similar childhood to naruto and gaara but he didnt have a home and he had to hustle for food making it worse,madara had the same childhood as everybody else in his era so that takes him out completely,we dnt know jack about orochimaru's childhood so u cant say jack about it,kabuto found a home and was happy for some time,until he decided to become a spy for konoha,if you going to mention nagato then yahiko and conan should follow,

EDIT: Saddest lifestyles were Nagato and Gaara (and Kakashi after the regret)
But Obito and Sasuke had the most Shock value by far
