Madara. I know I'm gonna get crap for this but I don't care. IMO he was just too cliche of a villain and his motivations were shallow.

And before people try to argue that his motivations were world peace, I call bulls**t because he was always putting power before ideology.

I kinda wish he would have been more like Obito's version of him. Calm, mysterious, and calculating.

For quite sometime I liked him, because he was unique but then Shippuden happened. Since day 1 he's not a shinobi in any way, I accepted him as Sand's human-weapon, he just stood there and waved his arms like what benders would do in Avatar, no shinobi skills at all...
And he happened to be Kazekage in 2nd part... Someone who isn't even a shinobi is Kage of a village, and top of that.. Kishi to give him some development, instead of some standard shinobi skills, some canon taijutsu/ninjutsu, he just made him Sandman in the world of ninja.

I wouldn't say that I dislike Gaara, actually I just find him not fit in this manga.
