Orochimaru is the best villain. Not necessarily the most powerful but he's the only pure evil antagonist in the series, the only one who didn't have a sob story (not one that we fully know about, anyway) that made us feel sympathy for him/made us anticipate him getting talk no jutsu'd.
No, Orochimaru snatched babies, killed them and tampered with their bodies merely to satisfy his boredom. There weren't any ulterior motives for actions nor did he secretly yearn for world peace like every other villain. Aesthetically he's far creepier than every other antagonist in the series, he lacks the honor that the likes of Madara (who didn't want to kill Onooki because he'd feel ashamed of killing such an inferior opponent) and Pain (offered to spare Konoha citizens lives if they gave info on Naruto) had. Compare that to this snake-looking hoe who was willing to kill genins in the forest for no reason and similarly, he was ready to renege on his promise to leave them alone if they gave him their scroll.
THIS is a what a villain should be- an embodiment of evil with no redeemable qualities.
This is the pattern of every villain after Orochi:
-Initially good intentioned, had some noble intentions but suffered from some trauma in their life that corrupted them and turned them evil.
-Goes on a rampage/causes a bunch of trouble
-Flashbacks of childhood remind them of who they used to be.
-Turns good at the last moment and dies.
Orochimaru would pretend to have converted to the good side then he'd slash you in the throat. That's why I love him.
