Personally, I believe that Madara is up there. Not only is he very powerful, but in his revived form, his only motivation to keep doing what he did was lust for power. He was already dead, he had no purpose, and he was already bitter about the world. He did what he did out of pure villainy. Not like Dr.Eggman's pure villainy that is childish, but actual mature hatred for the world (hence IT).
