I don't regard Genma, Ichiraku or Ebisu as meaningless. Baki kind of is though lols.

On that list, of the ones regarded as meaningless, I'd say Hayate stands out the most. He was a good proctor and caught my attention with his sickness and Baki killing him. I wanted Genma and Baki to fight for Genma to avenge his death and both Genma and Baki to thus be developed and become more pivotal to the story, but no dice.
