Pretty much. The 27 students who graduated from the academy in the 1st episode were put into teams of 3 ninja. In the end, all but 3 teams (9 ninja) were sent back to the academy. The 3 that remained were teams 7, 8, and 10. Kakashi explains it in episode 3.

How are they lackies when they have shown to be equal?
Choji has even taken the lead and surpassed Shikamaru.

Because their largest emphasis was during the Hidan and Kakuzu arc. Where Shikamaru was practically given Main character spot light, and kept charge of everything during the fight.

Ino literally sat in the background tbe whole fight, and Chouji was a punching bag.

During the war, Shikamaru was still leading the team. The only moment Chouji shined was when they had to best Asuma. Where his job was to literally punch Asuma after Ino and Shikamaru put him in the air. Then he says he needs their help to fight on the field.

Once more, during the Mini Juubi fight montage, we see the Ino-Shika-Cho combo basically operates as Shikamaru being given Intel by Ino and throwing Chouji around.


Ultimately, the War arc treated them pretty well. But honestly, the Hidan and Kakuzu arc is Team 10's main moment. In that moment, Chouji and Ino did jack.
