Nagato and kakashi.......Kakashi can actually copy OR learn/create his own....so somehow i can admit he should be allowed...because he had the ability to create rasengan...thats ninjutsu and that wasnt copied to my knowledge because there are no handsigns for it so yes kakashi is permitted in the disscussion....NAGATO however....it appears that he actually does have all 5 chakra natures.. whether he needs the rinnegan to utilize ninjutsu is unclear to me...if someone has a manga scan of nagato saying he doesnt need the rinnegan to use ninjutsu then he should be allowed in the discussion

Kakashi isn't called a copy ninja for nothing.. the dude copied more than 1000 ninjutsus as stated by Zabuza..

I mean how many ninjutsu's does he have. Then how many elements? saw him use fire, water, wind, earth (ninja hound summons - he uses a scroll though). and he can combine (chidori).

Though these are reletively mid-level ninjutsus, by quantity alone I say Kakashi is greatest Ninjutsu user in Narutoverse.

Kabuto, Obito and Madara also

Kabuto is self explanatory. Madara and Obito have very powerful dojutsu techniques + powerful fire style. In the case of Madara, he has Mokuton also.

I would lean towards Hiruzen, simply because in one fight, (and at old age), versus Oro, he threw in fire, earth, a summoning, at a high level and showed us Shiki Fūjin . Also because of the hype lol.

From what we have seen in terms of manga and anime, i would say Kakashi because he demonstrates just too many.

Nagato did master all elements because of the rinnegan, but even so he didnt leave that impact like Hiruzen did
