Tobi is neither Madara nor Obito
Tobi is just an entity created by Madara, and whose one who moves and plays such entity (the man behind the mask) is Obito.
It is similar to the Pain-Nagato relationship, in which Pain was an entity, and Nagato the one who created and controlled it.
It is also similar to 20th Century Boys SPOILER:
In summary: we should make a difference between an entity and an individual.
