Who is Tobi?

Alright I've heard severals rumors who Tobi is and can someone clea things for me? People tell me he's either Madara Uchiha, Obito Uchiha, Madara's brother. Someone.. HELP ME!!

then stole some other uchiha's sharingan later
and coverd his other eye because he didn't want

i believe he still has sharingan but not his EMS cause he always used to have it activated. plus itachi said madara is a shell of his former self
