Who is Tobi?

Does anyone else think Tobi is Orichimaru's true human body? It kind of makes sense since he's old (not a good reason IK) and he's so focused on Sasuke like Orichimaru was so he could take his body for himself. I'm guessing Tobi (Orichimaru) wants Sasuke to fight Naruto because he want's to see how strong Sasuke has become to finally have his body for himself. My theory could be complete bs but maybe it's true :shrug:
