The worst character... depends, in terms of uselessness to the story and the plot it would be Tenten, since she doesn't have a background, hasn't done anything of significance to the plot except for helping remove the seals to the Akatsuki cave in the Kazekage Rescue arc, and didn't have any character development...

However, if what you ask is which one is the worst character in terms of who I hate the most... then it would have to be Sasuke Uchiha... Naruto's not very far behind though...

wrong. read the manga. shes almost never cried over sasuke in part 2, it was mostly narutos suffering that pushed her to cry. and naruto has never liked hinata but hinata still faints at the sight of him.
