I don't see why anyone would consider Hinata the worse when she's done some pretty cool things and there are a lot more worse chars.

Tenten (duh!) and Hinata before she grew a pair and defended Naruto now she has my respect. For guys it would be Choji and Itachi. I just never really liked them.

Shino is useless? If not for Madara's teleporting technique, Shino's insects would ate his chakra completely already. Shino could take on many powerful ninjas, it's just that Kishi doesn't give him enough screentime.
