Which of these 3 was the worst at doing their job In my opinion it is Hiruzen because he let too many things slide by in the village that caused a majority of the problems in the Shinobi world today.

Tsunade, Hiruzen and..Danzo. Danzo WAS a Hokage before he kicked the bucket, although some might disagree.

P.S:I didn't wanna hate on the other Hokage, so I went for Danzo. :/
