I'm going with Itachi on this. As for the great toad sage, I can't really recall anything from him, other than the benefit of knowing about the future. That doesn't necessarily make one wise though. Also, I think he's being mentioned because his position sorta suggest him being wise.

Orochimaru is smart as ****, but he's not wise.

A lack of wisdom is the reason he lost badly to Itachi twice, and lost his arms against Hiruzen.

Imo the wisest ninjas are Itachi/Minato, maybe even Hashirama.

For my answer to make sense you must acknowledge that intelligence and wisdom are related but not the same. Hashirama is/will be the wisest character. He's about to drop some wisdom on sasuke.

I think Itachi is the wisest.
yeah i can see how brutally and savagely torturing and mindraping a 7 year old child, and ordering him to murder innocent people for power is wise. and i can see how shoving a sword in his mothers chest, helping akatuski kill 7 innocent people and unleashing orochimaru on everyone was also wise. truly itachi is godlike in wisdom

FOR you , 2 definitions, which because it was easy I grabbed off Wikipedia....they still suffice as very good defintions

It often requires control of one's emotional reactions (the "passions") so that universal principles, reason and knowledge prevail to determine one's actions. Wisdom is also the comprehension of what is true coupled with optimum judgment as to action. Synonyms include: sagacity, discernment, or insight.

Intelligence has been defined in many different ways including, but not limited to, abstract thought, understanding, self-awareness, communication, reasoning, learning, having emotional knowledge, retaining, planning, and problem solving.

Some of you are confusing one with the other. An Intelligent person isn't necessarily a wise one and I have met many people in my life who were wise...but not really what would be defined as intelligent.
