Kurotsuchi is the weakest. Chojiro is one of the 7 ninja swordsmen of the mist and generally seemed more impressive than Kurotsuchi to be honest. Of course this is based off of the war arc, their power levels may have changed dramatically.

the seven swordsmen were all a joke except kisame and he wasnt even supposed to be one of them. choujiros only method of attack SUCKS he has to charge his sword and it extends big whoop his low confidence doesnt help either. kurotsuchi however is pretty good she has 3 chakra natures which she displayed in the little time she was shown and she may have even learned jinton over the time skip from her grandad.
