Strongest is Pain, followed by Kakuzu and Kisame.
Weakest is probably Deidara but he has such a giant advantage with his range combat, it's hard to tell. Hidan, Sasori and Konan are more the middle field and Zetsu is not even human. Itachi is very good though.

Nagato and itachi I believe are all in all equal. I believe nagato is a greater leader though.
What makes obito one of the strongest is not only his sharingan/Uchiha blood, but his ways of being unknown and rather mysterious
