Itachi- itachi is a man who has never given praise to anyone except Naruto and Shisui. Itachi is really the man for a multitude of reasons. I can spend days writing a book on just how amazing this character truly is. He was a gift to the NV and remains to be the most sophisticated, humanistic character ever to do it.
Naruto- well shit, if you have an entire mythos named after you then there is no higher form of prestige to be achieved. When Itachi praises you you know you're doing something right. Naruto has changed the way the entire Shinobi rhetoric is even perceived. this puts him on a level that no one has ever acheived. One of which has never even existed.
Sasuke - originally I wasn't going to include him, but Sasukes vision of what he believes a Hokage should be was by far the best solution to possibly eliminated the need for shinobis to ever exist in the first place. It's hard to imagine what Sasuke would have been had he not went thru the Uchiha tragedy brought forth by his brother, but sasukes path is one and eventual ultimate goal was one to not only admire but practically consider.
Shisui - for some reason, this guy comes off as the most noble, peace keeping, loving shinobi of all time. It takes a lot to get Itachi to look up to and Shisui set the framework for what it took to be a self-sacrificing human being. It's not hard to imagine seeing Shisui as ending the entire ninjutsu system and uniting the world under the ideal of pure Ninshuu.
Madara - when you really think about it-- this man loved humans more than anyone else before or after him. So much so, that he was willing to put them in an everlasting dream state in order for them to spend the rest of their lives in utter bliss. His tactics were abhorrent, but his vision was dictated by pure, unadulterated, blissful, genuine LOVE.
