Who is the third mizukage? Could it be tobi?

yeah i've wondered about that also, we know all the hokage, the last 2 raikage, all the tsuchikage, the last 3 kazekage, but the 3rd mizukage is missing. perhaps you're right and he's important, but from what we know of tobi, i don't think it's him. tobi has the sharingan, uzumaki sealing jutsu, and doton element. there's little to link him to a mizukage except the yagura connection.

he also has suiton

I think it was the long haired guy at the gokage meeting standing with the 1st mizukage since he didn't become the 2nd and looks nothing like trollkage.....maybe he became the 3rd

And f you look at the last page, you can see that Tobi isnt Madara. Not Madara-style hair :|

If you read my first post it explains that we don't know who the 3rd is. He/She has never been written into the Manga.

No it wasn't. Go read my first post in this thread. It explains that it was impossible for it to be Tobi and it could've been Madara but why would the Hidden Mist choose for a Uchiha to lead their Village. We don't know who the 3rd Mizukage is because they have never been written about.

I read this thread or maybe an exact replica at the weekend and only signed up to answer it with a theory. The theory took 4 days to get approval and then it gets pushed to page 5 because it's taken so long to come through. Considering I only posted it to answer the question I'd read about the third Mizukage last weekend I thought I'd link the theory once it was finally posted.

The question is still live even if no-one's written an answer to it for a while. I thought I had a good answer to it . If that's wrong then my mistake.
