im going to vote gaara as strongest and tsunade as weakest

Imo:
1 - Onoki.
2 - Gaara.
3 - Tsunade.
4 - Ay.
5 - Mei.
Onoki is certainly the strongest, even Madara made a comment on how he was the biggest threat.
Gaara and Tsunade are interchangeable i'd say, but since Gaara is 100% fighter and has been considerably relevant since he arrived on the battlefield for the second time, i put him above Tsunade.
Ay and Mei i consider interchangeable as well since Mei is much more versatile, while Ay is almost a one-trick pony. Having said that it should be noted that Mei's efforts are usually fruitless while Ay as achieved more in combat and can be an overwhelming opponent.

People are interpreting Madara's words incorrectly. Madara commented on Onoki, due to the latter rising the will of Gokage allowing them to last longer and fighter stronger, which makes them more dangerous for Madara. He did not mean he is strongest in general, as feats show Gaara can defeat him.
