2. Mihawk v Vista was more a random slashing feast than a real fight, Mihawk certainly wasnt even close to going all out and I dont think Vista gave his best either

However, didn't Oda say something about each division commander being roughly equal in strength? Besides Marco, of course.

Their equality is in rank and sharing a rank is not synonymous with sharing the same level of strength.
With that being said, Ace, Jozu, or maybe Vista are likely the strongest. Too hard to gauge.​
