who is the strongest utchiha?

Madara but that is only because Itachi didn't actually have a sensei. Tobi was afraid of Itachi's capabilities so I can't really see him teaching him anything.

Also he died at like 21, whereas Madara is probably double his age or more. If you were to put most talented Uchiha I would give it to Itachi, but since you said strongest I guess I will give it to Madara, because what makes Itachi super duper awesome is his genjutsu and his MS abilities.

So talent = Itachi
power = Madara
luck + steroids = Sasuke
