As Mangas have shown, i think NAruto with SAge mode is the Strongest till now, We haven't seen more of tobi's jutstu or madara's but c'mon guys he beat PAIN-The Six PAths of Rinnegan, the leader of the S-rank criminals, even Itachi.And In addtion the Great Sanin Jiraiya could only beat one of the six paths.
