Who is the strongest overall character

i think Minato and Kisame are the best overall.

Minato can get around a opponent quickly to close distance or evade. He's great with sealing jutsu and can knows summoning jutsu. He also know rasengan and is full of knowledge.

Kisame has alot of chakra and is a expert of water ninjutsu. He has a powerful shark transformation and can summon many other sharks. His sword(if he still had it) can absorb chakra.

What exactly do you mean by "strongest"? Do you mean which ninja would beat every other ninja were they posed in a 1v1 scenario? Because in that case (excluding the Sage) it's obviously Kabuto.

I'd say Kabuto. He has extremely good medical abilities, can absorb other ninja and their techniques/traits, and even if he can't all he has to do is prepare a summon that can (ET). Remember that he made Manda 2.

i don't htink you should argue kisame is the greatest if gai beat him

for all intents and purposes minato is undefeated ( leaving out he died from the kurama in his entirety )

it seems that the characters with space-time type jutsu have trump cards ( minato for example teleported kurama's tailed beast bomb [which would have annihilated konoha] far away )

also we still haven't seen all of what the masked man can do, his secret strengths ( if there are any ) may make him overwhelmingly more powerful than anything we have ever seen

and if you wanna bring in dead characters then obviously So6P is like a strongest character trump card :-/
as far as living characters i'd probably say potentially the masked man, but at the moment Ōnoki
why Ōnoki? particle stye. when you can desintegrate someone if you hit them, that's pretty powerful
