Anyways back on topic I would say hiruzen is up there. And Obito with what he achieved. Probably jiraiya too cause I don't remember him being destined for greatness. Anyways there's probably more as well

You said not destined for greatness, and based on just that then it's Obito for sure. But I assume you would cut him out just bec he's an Uchiha, then I propose Might Guy. Even though he dies when he reaches that weird uncharted tier between a proper incomplete low tier Juubis Jin level and Base sm Rinnegan Madara (i.e 8 gates), it's still very impressive.

most skilled shinobi is minato but i guess you'd say he was talented... so other than him it's jiraya and itachi... though itachi too had sharingan which automatically gives him an edge but he was still very skilled in combat.. kakashi is there too...
