I'd like to believe that Kishi had in mind that those with strong chakras (relevant shinobi) can counter these types of jutsu, if not logically anyone he touches can be turned into a frog.

Depends on what you mean by 'survive'. All Jiraiya needs to do is touch the opponent, but if they are fast it is certainly going to be a problem. Especially if they are a ranged opponent.

I agree. Imagine if it had no limits and that Jiraiya could turn Kaguya into a frog. Replace Sakura with Jiraiya and instead of punching Kaguya towards Naruto and Sasuke, Jiraiya turns her into a frog GG.

There's not distinct counter for this Jutsu. Based off what we've seen, any shinobi is vulnerable to the jutsu, it's just a matter of how they can escape it.
