First, let's think about these 4's powers.
Pernida C the Compulsory. His/her ability is similar to long range Kamui, but instead of teleporting objects to Kamui land, C warps them 'inside'.

Askin D the Deathdealing. As far as I understood his abilities, he can make your current amount of blood dangerous for you. But, if you wound yourself to flow some blood out, you'll die from blood loss. Basically a checkmate unless you have Kirinjis water.

Gerard M the Miracle. His powers aren't shown yet, but I guess he can do miracles like defeating much stronger opponents than he normally could. Second option is that his ability is similar to Gremmys but nerfed.

Lille X the X-Axis. He can basically shoot through most things. He claims that x axis clears everything, but that'd be too op. (He could 1 shot anyone but Shikai Shinji/Aizen or Bankai Tousen.

Now, to me it looks like Askin's ability is the haxxest one.

We haven't seen all their feats yet, we don't even know if they had help from Uryu and Hashwalth when they fought the Royal Guards Off panel, we don't know if the RGs used Bankai or Shikai, but with what we have seen from them until now, Gerard is the weakest , the rest are in the same level, they can one shot each other.

I agree that Askin could be the strongest because his power is pretty OP. Really curious on the Miracles powers, hopefully it's cool since his design is pretty cool too, looks like hes from asgard

Askin has a pretty unique power, but I dont think its the strongest of them. Altering LD50 doesn't really do much if you can just get rid of the substance he makes toxic. Blood would be the worst one and Royal Guards made short work of it.

X-axis seems to be the strongest to me. If you can't block his shot he basically is a better Gin with a faster and even longer range. Not sure what the deal with Parnida exactly is doing, it depends on what exactly he is doing to judge his power.
