This is fair because he was a Kage guard as an adult. In his filler he even impressed War Arc Nruto

Hard to say with the lack of feats, but he seemed to be a skilled and intelligent CQC fighter. I'd say he could beat a base WA Rock Lee. Guys like Shino, Neji, Kiba, etc. are just too versatile with the limited amount of feats we've seen from Omoi... he's probably in that tier though.

Maybe some Chunin lvl fodder or Sakura before the war arc, don't really see him beating any Jounins or any of the K12
