Oh for sure, when he defeated Onoki and had to have Naruto and Onoki help out against him- a bloodlusted Gengetsu is much more dangerous.

I also feel like many ninja would fall prey to his genjutsu world considering it outwitted all of the alliance. The more hot-headed or average intelligence opponents are in trouble.

Jin Gaara is a different story, js.

He's High Kage level for sure. I can't remember if using Joki Boy and the clam at the same time is a problem but logically it shouldn't be. Other than Joki boy blowing all the mist away and dispersing the Genjutsu till clams puts out more. He could have beat anyone on the Gokage other than Ay, he probably could beat some of the Akatsuki members
