In my opinion Itachi is, this is going off what was said about Izuna was basically equal to MS Madara who was weaker than a young Tobirama, so this is because I think Itachi is stronger than the Tobirama that killed Izuna.

Itachi>Young Tobiirama>Izuna=MS Madara. But this opinion only applies if you think Madara and Izuna were about equal, and if you think Itachi is stronger than Tobirama.

By feats, it's itachi. We have not seen izuna or madara so it's hard to say where they stand so I'd rather put them equal to itachi.

MS Itachi Uchiha > MS Madara Uchiha > MS Shisui Uchiha > MS Sasuke Uchiha > MS Izuna Uchiha.

Itachi's MS are the most powerful then Obito's
