In terms of what we've seen, I would say Hiruzen Sarutobi simply because they called him The God Shinobi. Jiraiya and Itachi are tied for data book power scores and I assume that Hiruzen is stronger than Jiraiya so....I guess him.

Hiruzen was regarded as the strongest Hokage and the strong Kage of his generation. I mean he fought the First and Second Hokage along with Orochimaru as an old man. If you are suggesting Jiraiya is stronger than the combined power of 2 Hokages and Orochimaru/ or his teacher, then...damn homie. That just makes no sense.

Itachi also said that it wouldn't have mattered if he and Kisame had reinforcements. Come on now, don't be a fanboy, everyone admits that what Itachi said was just him trying to get Kisame to leave Konoha.

If you think about it, Itachi could have killed Jiraiya right then. Easily.

He was taring straight at him, making eye contact for Tsukuyomi. If he used Amaterasu down the hallway, Jiraiya also would die that way. Itachi had Susanoo as a backup to protect him from the toad gourd prison and to seal it and Jiraiya.
