why is everybody saying konan is strongest because she made tobi use izangi she did that with a long time of observation and a elaberate trap in a head on fight she might not know enough about the person to beat them that way or have enough time to make a trap that complicated

To be fair Konan had prep time. When Tsunade has prep time she makes a odorless and tasteless poison so strong that you pass out, and we you do awaken you aren't near your full capabilities.
What would Konan do against a massive scale Shinra Tensei how would she protect the village. She'd lose pretty badly is she took Nagato head on without prep time and even with prep time he'd just shinra tensei the tags away and destroy everything and kill most everyone.
And what exactly would Konan have done if she arrived to the battlefield with Madara as her oppenent and two kages completely exhausted and wounded. And Mei running out of chakra and in need of healing. Tsunade has inexplicably done a lot. If not for her, the kages would all be dead by now and many more shinobi for that matter as the kages are what stand in the way between Madara and the rest of the shinobi world.

That said Konan is powerful, but she really only has one notable feat and it's because she had knowledge, setup time, and happened to have a good set of abilities to try and counter Tobi. So trying to put Tsunade against Tobi doesn't work because the abilities don't match in the same way. In terms of static power Tsunade is the better Shinobi imo.
and I would put Mei at two and Konan at 3 Chiyo at 4 (power-wise only) then Temari.

Usually I'd say Mei because... look at my username, but the strongest female ninja is Tsunade overall. While Konan is a powerhouse with her Moses no Jutsu, it's a very circumstantial technique and without it she would likely lose to both Tsunade and Mei (Tsunade because of Katsuyu and Mei because her Kekkei Genkai are the perfect counter to Konan's abilities). Tsunade has already proven her worth in the fight against Madara through Byakugou, and even without it she still has top tier healing skills and strength that lets her create deep fissures with just one finger. This isn't even counting Katsuyu, who with giant acid globs and the ability to split apart, is a formidable summon.

Tsunade. When she is talking in the anime, especially when she motivates herself and her people, I always get goosebumps. And same when she fights, she is just cool. Too bad she is so old in real, but it doesn't matter. She is just outstanding.

Closest ones for me are Mei and Kushina. But Mei doesn't get enough screentime (she would be a girl for Gaara!). Kushina is more a motherly type. That makes her so cute. But she is also strong and has a great will. I love her.
