He is severely underrated but I wouldnt go that far. Tobirama is top tier kage level. Hashi and Naruto are god level.

Minato & Hiruzen are mid-high kage level. Tsunade is mid kage level

Kakshi doesnt have both Sharingan, but even if he did it wouldnt be as powerful as it was when he used the perfect Susanoo(it's like Gai's 8th gate). Thats why I counted Kakshi without Sharingan. He doesnt have them so why includ them.

Naruto's the strongest. Hashirama is the second strongest. Then Minato, Tobirama and fodder Hiruzen, Tsunade and at last Konohamaru if he becomes one.

Konohamaru might have talent but so what? Many kids do. Until he does something spectacular, he's fodder.
