[Discussion] Who is the strongest character Luffy can tie with?

Who is the strongest character that if Luffy fought, they would both die or pass out?

We know who's above and below his level. But who is on par with him?

Luffy plays around too much in the beginning of his fights, and unless you're bounds ahead of Law, you can't afford to do that against him. Luffy's mindstate could result in a mid-diff fight, even low-diff under the just right circumstances.
