who is the strongest at taijutsu

I would say gai and not the raikages because gai doesnt use chakra for his attacks unlike raikages.gai uses pure taijutsu firepower and raikages surround themselves with chakra and depend on raiton techniques in order to strike someone down,soooo its gai!
