They are all strong but in different areas. (imo) But, putting all of those areas together, I'd go with Onoki as he has the most experience out of all the other Kage's. However, all five are simply outstanding! =DD

I would say garra and onnoki.......
However all the kage's are somewhat similer, if they all fight each other one by one it would be a difficult battle for any o those matches but I think garra and onnoki woild be the strongest.
