Anyway this is subjective and everybody has their own take on things, there is no right or wrong answer. But also im not sure what you mean by smart.

If you mean analytical ability and the ability to come up numerous plans of attack in a matter of seconds then that goes to shikamaru believe it or not. Just go back to his fights against temari and tayuya and his feats are far more impressive than itachi, kakashi or minato's

1. KAKASHI - MS TSUKIYOMI
2. Orochimaru - normal genjutsu
3. Sasuke - Susano
4. Nagato - figuring out the weakness of shared vision in...... what one look
5. DSM kabuto - Izanami

What can I say??? The guy always pulls out something never seen before and analyses things better than Minato

referring to the thread: we have seen that both itachi and minato have been able to successfully predict the future and provide help (even though dead) through their long term plans. BUT, considering what Minato has confronted and how he dealt with the situation I would say that he is the smarter among the two of them.

After all, Minato's plan raised a person to be the savior of the world. . . Itachi's plan created a man full of unprecedented hatred.

Minato didn't fail in doing anything. If you have seen the latest anime (i would like to refer to it because i don't remember the manga chapter) naruto explains it fairly well to the raikage how minato succeeded on rather than failed in life! The savior is still within naruto just because of him. If there was no minato, there would have been no savior at all by the way !

1-Namikaze Minato
2-Fuu and Torune (yeah 2 fodder from root)
3-Konan
4-Hatake Kakashi

Now only one person foundout about Nagato's Visual link and chibaku
1-Uchiha Itachi

So now who is smarter? Itachi>minato
Why?, simple what took minato a whole encounter with obito, try and error, itachi found about nagato in a Blink.
