Who is the second best at using clones?

I think it's pretty clear that Naruto is the best at using clones but who would be number two behind him. I would say Madara since he was able to make 25 mokuton clones with legged susanoo and limbo is pretty cool.

There's other characters like Hiruzen, Hashirama, Itachi, and Kakashi that deserve strong consideration. Sorry if I'm forgetting some others.

I actually wasn't too sure when I said Madara was number two for me. Kakashi really impresses me because he seems to be the only one that uses them to gain intel on opponents abilities and he's really good at using raiton clones to stun opponents and set up attacks.

The way he used his Shadow Clones showed more battle coordination than even Part 2 Naruto ever did. I mean, sure, he had Naruto Rendan, but the shit Boruto pulled off on the fly is quite impressive.
