Seems like Madara is since everything is based around his Rinnegan. I believe Nagato had Madara's Rinnegan transplanted into him. Everything seems to be Madara's plan as well. If you remember what Kabuto said to Madara about Tobi, Madara seems to be the ring leader before he died.
