I would say Itachi then Pain - Tobi/Obito isnt even strong and loses against Kakashi when Itachi soloed Kakashi within seconds , same goes for Pain

Nagato. He has exceeded the normal limitations of regular shinobi by so far it’s not even funny. Dude was a force and couldn’t even walk… Solo’d Jiraiya from an ocean away, leveled Konoha, beat the dog shit out of KCM Naruto and didn’t even want to do it as he wasn’t in control of himself. You do realize Pain was a dead body being used by someone that couldn’t even walk from nations away? You’re saying Kakashi could easily beat Nagato and that is a hilarious narrative that is false. Kakashi had to pretend he was dead to get out of that. Imagine him going up against edo Nagato that was snatching out Naruto’s soul in KCM or a healthy Nagato that could walk… I love you Angel but idk how you do your power scaling or power pathways. It seems inaccurate as of late.

Edit: I’ll have to do some digging to do an actual list but based on personal taste, what I’ve seen, and just all around power and knowledge and I’ll make a list based on my OPINION with the names given, strongest to weakest: Nagato/Pain, Itachi, Kisame, Sasori, Konan, Obito, Kakuzu, Deidara, Zetsu.

Pain has no attacks strong enough to work against Susanoo at all, while Susanoo would destroy each of his paths in one attack. He is also vulnerable to genjutsu, and Itachi physically outclasses any of his paths. The only thing he can do is seal him with CT, but that might not work if he is under genjutsu.

Obito's Kamui is pretty good, but he can't attack without materializing, giving the opponent the chance to beat him, just like when he fought Minato. With that weakness he probably stands no chance against Pain, and he implied inferiority to Itachi too.

What do you think shinra tensei would do as it put a literal crater into the middle of Konoha? That being said, ST would literally shatter any Susano. Saying he has no counter to Susano is wild. He could also potentially pull Itachi OUT of his Susano... Both of these things being able to be done by a very great distance away. Does the Totsuka blade have a speculated distance or is it just as shown? Just a big sword? Because I guarantee you Pain was in the sky casting ST and doing alarming damage at way greater lengths than the Totsuka blade could ever reach.

Genjutsu is the only option and its not a viable one unless in particular scenarios. Pain/Nagato slams. I don't like your Konan placement, someone Obito barely beat by LUCK. She's a village buster by comparison. Obito isn't even that. Other than that, I could potentially agree with the rest of your list.

Tskuyomi claps. Rinnegan isn't immune to genjutsu. Infinite Tsukuyomi wouldn't work due to mechanics. Don't know which one you are referring to but I assume regular Tsukuyomi. Rinnegan is centuries ahead of every ocular ability shown so far including in Boruto. It gives access to too much. However I think the coolest is Isshiki's doujutsu. That shit is wild. Would love that for me.

Pain doesn't have the required AP to damage Susanoo. Shinra Tensei is high in terms of destruction scale but not when comes to AP as it didn't kill anyone and was repelled by 6t Naruto.
Another example for the difference between AP and DC Jugo's cannon attack failing to damage Ay while Chidori succeeding to get past his armor and flesh to an extent.
I don't remember Tsunade damaging PS.
she failed to damage the main body of clone Susanoo.

You underestimate Susanoo. As I said there's a difference between AP and DC. Shinra Tensei has got a great DC, but not that great when it comes to AP. Gaara could only pull Madara out of Susanoo from a direction where it is not protecting him. Pain probably can't do the same. Baku couldn't pull Sasuke out of Susanoo as well.
Totsuka blade isn't required here. Any Susanoo attack would destroy any path.

Konan had intel and a lot of prep when she faced Obito. She doesn't normally operate at such levels.
