Who is the most powerful genjutsu user (Dead or alive)

I personally say Itachi Uchiha, mostly all of his battle style revolves arond the usage of it + he has his sharingan technique Tsukuyomi, which is basically the ultimate genjutsu technique. What about you guys and reasons why please. O.O

Sharingan didn't break the genjutsu.....Itachi used a simple genjutsu reversal...Sharingan can't break any genjutsu -_-

Shisui was stated to be the most powerful genjutsu user in the uchiha clan.

I suppose that Tobi or Madara would take that title if they are able to cast infinite tsukuyomi.
