Do you mean to the fan base or in the NarutoVerse? Fanbase wise, Naruto, Cosman proved that.
As for the Narutoverse, Hashirama, Madara, the Sannin, Itachi and Kakashi. I think those are the most well-known shinobi in the Narutoverse IMO.

In other mangas and their pop polls even villains take the number 1 vote at least once. In Naruto, it's just those three with everybody else miles behind. :|

Kakashi's overall the most popular in (although he hasn't gotten number 1 the most). It's mostly because he's steadily either number 1, 2, or 3.
