Uhh no. Tobirama's speeches have rarely been taken heed of. He spoke against allying with Uchiha. What did Hashi do? Try to make peace with Uchiha. He said Hashi should be assertive and demanding with the Kage Summit. What did Hashi do? Bow his head to them and begged.


The brother to Goku is more like Krillin or even Vegeta than Piccolo. Vegeta can be compared to Madara, doubt Kirllin can be compared to Tobirama.

Essentially, aside from being stern and smart, they don't have proper similarities to say Tobirama is Piccolo-esque.
