1. madara - people think he can hold his own against the so6p

2. hiruzen - people think he's super powerful from when he defeated the 1st and 2nd hokages but they were controlled by orochimaru

3. hashirama - he's not completely overrated but wood release has alot of hype about stoping kyuubi but keeps failing to get the job done

im not saying they are weak but people overrate them alot
