Almost all of the top 10 are overrated by some people.

Though, Sasuke by far is the most overrated one by his wankers. I mean come on, when he is absent for a few chapters they say he is analyzing the situation when this chapter we found out that he was cleaning up his skirt from dust all this time. When he gets stabbed by his own sword in the most humiliating way they say it's part of his plan and he's getting the Rinnegan because of it.

Itachi is the king of this. Naruto makes for a close second. People even think he's stronger than Hashirama and Madara. Well, at least they did. Kakashi with Kamui gg. Sasuke is overrated as hell, but he's underrated severely at the same time. Minato used to be Itachi's equal in this. I don't really see how Madara can be overrated. Unless people say he's stronger than Rikudo, it's impossible to overrate him. Considering the fact that people are saying he was on EMS Madara's level, Tobirama is there as well.
